EXPERIENCE:

Power Operations Superintendent (7/89 – 2014), Douglas County PUD, East Wenatchee, WA. Responsibilities have included directing the PUD’s activities for: Power Dispatching, Power Accounting, Scheduling, Resource Planning, and Power Contracts. Develop solutions to operating problems, training requirements, SCADA and power accounting needs, and power coordination issues. Represent the PUD on regional committees and associations for power operations related issues. NERC Compliance Committee Chair and NERC standard Subject Matter Expert. Additional duties have included: PUD Safety Director and PUD Security Director.

SYSTEM OPERATIONS ENGINEER (7/81 – 7/89), Washington Water Power Co., Spokane, WA. – Directed operation of the company’s Hydro Generation projects, developed solutions to operating problems, analyzed system performance, coordinated project maintenance activities, dispatched energy; Represented the company on the operating committees of NWPP, WECC, Mid-Columbia Power Purchasers Committee, and Spokane Community College Hydro Resources Advisory Committee; Managed the company’s operational data computer system; Testified on operational matters at hearings and trials; The company’s operational contact for in-house needs, the public, the media, and other utilities as required.

KNOWLEDGE FACTORS:

·         Intimate knowledge of hydro plants and their characteristics, operation, and equipment.

·         Considerable experience in hydrologic measurements, snow surveys, river models, forecasting, and hydro meteorological data retrieval, statistical analysis, and reporting.

COMMUNICATIONS ENGINEER (5/78 – 7/81), Washington Water Power Co., Spokane, WA. Performed planning, design, and system engineering tasks associated with: SCADA and load control systems, microwave systems, VHF mobile radio systems, telemetry, telephone, and data communication systems, power line carrier systems, and miscellaneous electronic measuring and alarm devices. Included economic analysis, budget justifications, specification preparation, procurement, implementation, and personnel training.

DISTRIBUTION SERVICE REP. (CUSTOMER ENGINEER)(6/77 -5/78), Washington Water Power Co., Spokane, WA. Performed field surveys, design, drawing, and material specification for primary and secondary electric distribution systems to serve commercial, industrial, and residential customers. Included primary line extensions, secondary service design, transformer specification, subdivision layout, underground and overhead primary/secondary systems, considerable customer contact. Learned what “service” is all about.

PROJECT ENGINEER (6/74 – 5/77), U.S. Coast Guard HQ, Engineering Division, Washington, D.C. (Active Duty Military) Designed, developed, procured, and managed the implementation of SCADA, instrumentation, and telemetry packages used in major automated aids to navigation. Prepared specifications, coordinated prototype fabrication, performed field testing and evaluation, initiated major procurements, prepared installation documentation, developed O&M procedures, and established training standards.

MILITARY OFFICER TRAINING (2/74 – 6/74), U.S. Coast Guard, Yorktown, VA. (Active Duty Military) Completed 18 weeks of concentrated training in personnel management and various Coast Guard operations. Graduated a commissioned officer in the USCG.

ENGINEERING TECHNICIAN (1/73 -2/74), U.S. Coast Guard R&D Lab., Alexandria, VA. (Active Duty Military). Designed, constructed, and tested prototype electronic projects including: power supplies, battery systems, radio control devices, and equipment interface devices. Required preparation of formal progress and completion reports.

ELECTRONIC TECHNICIAN (2/72 – 1/73), Motorola GED, Microwave R&D Lab., Scottsdale, AZ. Conducted standard electronic testing of microwave systems and devices including spectrum, distortion, and network analysis. Performed intricate soldering and conducted temperature, shock, and vibration tests on classified military weapon system components. Required SECRET clearance.

USAF Electronic Maintenance Officer including stint as CHIEF OF MAINTENANCE (8/81 – 7/95), 105TH TCS, Washington Air National Guard, Cheney, WA. Commissioned officer. Retired in 1995 as Lieutenant Colonel, total military time 21 years (5 Active Duty, 16 Reserve). Held TOP SECRET clearance. Managed and supervised 115 personnel who maintained and operated a complex system of microwave, radar, and communications equipment. Essentially a portable air traffic control system. Reported directly to the Commander. Duties were administrative in nature and included directing maintenance activities, supervising personnel, personnel counseling and discipline, coordinating and planning unit actions. Job involved frequent communications with high level military and government officials. Unit was held in high regard throughout the U.S. for its expertise and scores on inspection activities. Unit participated in drug enforcement actions and military exercises throughout the world. Included travel to South America, Europe, Dominican Republic, and elsewhere.
